i already pointed you at RFC 1379 and 1644

the reference model is fine as far as it goes....in practice, we
specify protocols in the IETF, not services and the reference model
makes this distinciton well too, but the consequence of the IETF's
emphasis on protocol _mechanism_ before service, is that you have a
duty to specify as much mecahnism as we already have for the family of
existing protocls that yours has to co-exist with...the situation for
a new end2end protocol in 1998 is not the same as one in 1988 - 

although the princples stay the same, the world context moves on...
